Opening-Closing Ceremony of the 3rd National Sports

and the 1st Para Sports in 2022

Samdech Akka Moha Sena Padei Techo HUN SEN, Prime Minister of the Kingdom of Cambodia, attends the opening and closing ceremonies of the 3rd National Sports and the 1st National Paralympic Games at the Moradok Techo National Stadium on November 21 and 30, 2022.On November 21, 2022, H.E. LY Navuth, President of BELTEI International University, management teams, staff, lecturers, and about 500 students participated in the 3rd National Sports Competition and the 1st Para Sports at Moradok Techo National Stadium, under the highest presidency of Samdech Akka Moha Sena Padei Techo HUN SEN, Prime Minister of the Kingdom of Cambodia, presided over the opening ceremony of the 3rd National Sports Event and the 1st Para Sports.The opening ceremony of the 3rd National Games and the 1st Paralympic Games is a pilot event similar to the opening ceremony of the upcoming SEA Games and ASEAN Para Games 2023 to ensure safety and security under the theme "Sport brings peace and development." The 3rd National Sports Competition will focus on 5 main objectives, including:

1.Provide opportunities for the National Sports Federation to put trained technical officers to practice in the field on the field to gain knowledge and experience of organizing the SEA Games.

2.Athletes measure the quality of sports and gain experience from competition.

3.Able to estimate field requirements and technical equipment according to the standard of the game.

4.Test of opening and closing ceremonies in accordance with the standards of the game.

5.It is the latest test to prepare for the hosting of the 32nd SEA Games and the 12th ASEAN Para Games 2023 and to strengthen the organization of the competition in the context of Covid-19 diseases by following the standard operating principles (SOP) and adhering to the health safety rules of the Ministry of Health properly and strictly.

On the occasion of the opening ceremony of the 3rd National Sports Competition and the 1st National Para Sports, Samdech Techo HUN SEN delivered a speech with the following main contents: "Samdech Techo HUN SEN is very happy to participate in the opening ceremony of the 3rd National Sports Competition and the 1st National Para Sports, which are usually held every two years but were missed in 2020 due to the outbreak of COVID-19. This 2022 is a busy year and a historically important year for the Kingdom of Cambodia. The Prime Minister expressed his appreciation to the Ministry of Education, Youth, and Sports, the Cambodian Olympic Committee, and other relevant institutions for their good cooperation and solidarity in organizing the 3rd National Games and the 1st National Paralympic Games. This is where the competition started on November 19 and will end on November 30, 2022. This national sports event is not only an important national sporting event for Cambodia but also a continuation of the capacity building, talent development, and professionalism of Cambodian athletes to be ready for the SEA Games and the ASEAN Para Games. In the coming year of 2023, as of November 21, there are only 167 days left. Samdech Techo HUN SEN would like to encourage the grandchildren and great-grandchildren of athletes with disabilities to be included in the Ministry of Education, Youth, and Sports' first national para sports program this year. Try your best to be physically and mentally strong and full of energy to overcome the disability of your children and grandchildren to show the fact that "Disability with High Ability." Samdech would like to join in congratulating and recognizing all the disabled athletes who participated in the ASEAN Para Games in Indonesia with great success. "The success of your grandchildren is not only the pride of your grandchildren but the common pride of all Cambodians and our nation, as well as the promotion of our national honor and prestige in the region and the globe." In his speech, Samdech Techo HUN SEN praised the 3rd National Sports Competition and the 1st National Para Sports, emphasizing that this event provided a good opportunity for the national team players to participate in the competition to gain experience and develop capacity for the 32nd Business Games and the 12th ASEAN Para Games in 2023 in the Kingdom of Cambodia. On Wednesday evening, November 30, 2022, Samdech Akka Moha Sena Padei Techo HUN SEN, Prime Minister of the Kingdom of Cambodia, presided over the closing ceremony of the 3rd National Sports Competition and the 1st National Paralympic Games at Techo Heritage National Stadium.

Speaking on that occasion, Samdech Techo, the Prime Minister, expressed his pride in this event and thanked all the parties—the National Olympic Committee of Cambodia, the Sports Federation, the Ministry of Education, Youth, and Sports, and the athletes who contributed to the success of the competition. It is the third national sport and the first national Para sport. Samdech Techo HUN SEN provided the following views and key points:

1.Encourage all athletes to abide by the rules of the game on a regular basis in order to promote fairness in the competition and dignity and professional ethics in the competition, because sports have the same standard rules that contradict political competition.
2.Please continue to participate in the outreach campaign to contribute to the national campaign on "One person must play at least one sport in life," "2023 is the year to visit Cambodia," "Together for a clean Cambodia and good hospitality," "Reduce traffic accidents and the effects of drugs," and "Sports live in peace."
3.The Ministry of Education, Youth, and Sports must increase the diversification of sports activities to increase the promotion of sports in Cambodia and increase the linkage of sports to social work, social issues, and the promotion of economic activities because sports are considered kind of green tourism and is recognized as an effective diplomacy to contribute to building friendship, unity, peace and harmony in the society.
4.The National Olympic Committee of Cambodia, especially the National Organizing Committee of the 2023 SEA Games and the ASEAN Para Games, must increase cooperation, training, and development of sports techniques for Cambodian athletes to the highest level possible in order for Cambodian athletes to be able to participate more widely and highly in the events of the 2023 SEA Games and ASEAN Para Games and international sporting events in the future.
In order to promote Cambodian sports and prepare for the 2023 SEA Games and ASEAN Para Games, Samdech Techo provided the following views and key points:
1.Ministries, institutions, and capital-provincial authorities that do not yet have sports teams participating in the competition must establish sports units or sports associations in their ministries, institutions, and capital-provincial authorities with clear and transparent management mechanisms to manage and increase the capacity of athletes. It's regular for participating in national and international competitions.
2.Ministries, institutions, and capital-provincial authorities must pay attention to the formation of superior sports teams and must organize competitions within the internal framework at appropriate times to strengthen the ability of athletes to participate in the first national sports competition and Sports—National Disability for the second time.
3.The National Organizing Committee for the 2023 SEA Games and the ASEAN Para Games must step up its preparations to ensure a high level of success in hosting this historic international sporting event.
4.All relevant ministries, institutions, and capital-provincial authorities must expand their close cooperation with a high sense of responsibility and in accordance with the approach of “survival of the system, one character” to solve all challenges urgently to ensure effectiveness in leading, managing, and organizing major sporting events in 2023.
5.We call on the private sector, companies, enterprises, and philanthropists to join the 2023 SEA Games and ASEAN Para Games Fund to contribute to the success of this international sporting event.
6.Call on all people to adhere to the spirit of “one people, one host,” especially the people in the capital provinces to be ready to host the 2023 SEA Games and ASEAN Para Games; please be hygienic, take good care of the environment, and make decorations to enhance its local beauty; focus on the image of Cambodia; and attract the attention of sports delegates and all international guests who will come to participate in the 2023 Games in Cambodia.
7.Please continue to organize the social education campaign “Beyond the Games” of the Union of Youth Federations of Cambodia to increase awareness of the positive consequences of hosting a major sports event. This history for the Kingdom of Cambodia.
The event was held in a very solemn manner, with a total of more than 40,000 people in attendance and many art shows accompanying it.
