On May 11, 2012, the Anti-Corruption Unit disseminated the law on anti-corruption and amendments to the anti-corruption law to BELTEI Management teams, staff, lecturers, and teachers of BELTEI International Institute. It was presided over by His Excellency Sean Borath; the Personal advisor to Samdech Akka Moha Sena Padei Techo Hun Sen, the Prime Minister of the Kingdom of Cambodia; and Secretary of State of Ministry of Education, Youth and Sport and Deputy President of Anti-Corruption Unit. His Excellency Ly Chheng, the Director-General of BELTEI Group expressed his warm welcome and reported briefly the activities of BELTEI Institute, which has been developing consistently and has expanded to 11 campuses in Phnom Penh City, with a total of 20,967 students, (8,966 females). His Excellency expressed his profound thanks to the Anti-Corruption Unit for disseminating the law on anti-corruption to BELTEI Management teams, staff, lecturers, and teachers of BELTEI Group so as to help them to understand the anti-corruption law clearly. On that occasion, His Excellency Sean Borath; Personal advisor to Samdech Akka Moha Sena Padei Techo Hun Sen, the Prime Minister of the Kingdom of Cambodia; and Secretary of State of Ministry of Education, Youth and Sport and Deputy President of Anti-corruption Unit stated that by implementing rectangular strategy plans of the second stage of the Royal Government led by Samdech Akka Moha Sena Padei Techo Hun Sen, Anti-corruption Unit has been implementing the law on anti-corruption in order to entirely eradicate the taking of illegal public commissions in all ministries, institutions and all local authorities. According to the principle of the law on anti-corruption, the government officials working for citizens are not allowed to take illegal commissions when providing public services. If there is still any demand, money collection and informal job facilitation which are limited by the Ministry of Commerce, both providers and receivers will be punished by the law in force.

His Excellency added that implementing the law on anti-corruption, facilitating the implementation through educational machinery, and prevention and intervention are the most important measures. Because of the increasing awareness of law on anti-corruption among people and increasing partnerships with relevant parties, it leads to high efficiency in anti-corruption. For this purpose, anti-corruption unit will sign MOUs with political parties and civil societies so that they will participate in implementing the law in local administration including Communes-Sangkat, City, District-Khan in the capital and provinces. Signing of MOUs between anti-corruption unit and all relevant parties are the positive signs of collection of resources to participate in education, prevention and intervention of taking illegal profits on public services, especially at commune-Sangkat levels, as the taking of informal profit affects the standard of living of people. This first stage campaign lasts for 6 months from May to October, 2012. On this foundation, anti-corruption unit has the duty and obligation to implement the law in order to fight against all kinds of corruption, at every level and in any field without exception. In this case, we should not ignore cases which are considered too small or too big, otherwise we cannot accomplish strategy plans of the Royal Government and our missions. We should profoundly study about real aspects of effects of corruption. We must acknowledge that big scale corruption wastes the state’s fund, and the corruption which is small in scale is a chronic disease making people suffering every day. Last but not least, His Excellency Sean Borath; Personal advisor to Samdech Akka Moha Sena Padei Techo Hun Sen, the Prime Minister of the Kingdom of Cambodia, presented the handbook and other documents about the law on anti-corruption and related judicial correspondences to His Excellency Ly Chheng, Director-General of BELTEI Group.
