On the 20th of October 2011, team leaders and staff of the BELTEI Group celebrated the opening and blessing ceremony for BELTEI International Institute (Campus 11 PSA Touch) at building Nº 1796 #, National Road Nº 5 , Sangkat Tuol  Sang Ker, Khan  Reus Sey Kev, Phnom Penh City, presided over by His Excellency Ly Chheng, Director-General of BELTEI Group and Lok Chumteav together with the BELTEI management team representatives from all campuses.

H.E Director-General explained that, this Campus is a seven-storey  reinforced concrete building with 60 rooms and a basement for parking.  There is a top floor area where students can practice exercises and relax when they have a break. His Excellency also explained that the BELTEI International Institute was established on the 1st of January 2002; today there are 11 campuses, which are owned by BELTEI with management teams, staff and teachers totaling 930— 349 females. There are 20,547 students—9,846 females who are currently studying at BELTEI International Institute, The Institute has created BELTEI Group in accordance with a certificate from the Ministry of Commerce, No 1812 ពណ.នតកdated on May 17, 2007, which provides for 3 potential services 1-BELTEI Construction, 2-BELTEI Tour, 3-BELTEI Education. BELTEI Education is divided into 3 main parts –BELTEI International Institute, BELTEI International University and BELTEI International Relations.

A–BELTEI International Institute: All buildings have 7 floors, and there are 5 main programs; 1-Khmer General Education (Grade 1-12), 2-English as a Second Language (ESL) from Pre-school to Level 12, 3-Faculty of Foreign Languages, 4-Computer Training Courses, 5-International Test Preparation Courses, TOEFL  and ICDL.

B–BELTEI International University: This university is being built with 12 floors including a basement for parking. There are 6 main faculties including: 1-Faculty of Business Administration 2-Faculty of Education, Arts, and Humanities 3-Faculty of Laws and Social Science 4-Faculty of Tourism and Hospitality 5-Faculty of Engineering and Architecture 6-Faculty of Information Technology and Science.

C–BELTEI International Relations: BELTEI International Relations is at BELTEI International Institute, Campus 10 (AngTeuk Olympic). It was established for 4 main purposes 1-Overseas Study Service, 2-Student Exchange Program, 3-Field Study and 4-Institutional Development. BELTEI International Relations was established in order to communicate as well as to cooperate with other well-known universities overseas in the United Kingdom, the United States, Malaysia, and other countries around the world, to join in Memorandums (MOUs) between BELTEI International Institute and those overseas universities by implementing the international standard principles of transferring students to study overseas for one semester, one year, or according to 1+3, 2+2, or 3+1programs. It means that the students who complete Foundation Year at BELTEI International Institute can pursue their study at overseas universities in year 2, 3, or the last year in order to take degrees from those universities automatically.

H.E expressed his profound thanks to students, students’ parents and guardians who always give supports and trust to BELTEI International Institute resulting in the continuous development up to now and, students who study at BELTEI International Institute could obtain a high quality education in accordance with the 4 mottoes, namely: “Quality, Efficiency, Excellence, Morality, Virtue.”

Finally, H.E officially announced BELTEI 11 International Institute (Psa Touch Campus) open from this day on.
