On February 21, 2010, a MOU Signing Ceremony between BELTEI International Institute and York St John University (The United Kingdom) was held at the conference hall of BELTEI International Institute, Campus 9 (Stung Meanchey). It was presided over by H.E. LY CHHENG, the Director-General of BELTEI Group and Director of BELTEI International Institute and Professor David Maughan Brown, Deputy Vice Chancellor of York St John University and participated by all management teams, teachers and students of BELTEI International Institute.

H.E. LY CHHENG, the Director-General of BELTEI Group and Director of BELTEI International Institute stated that BELTEI International Institute was founded on January 01, 2002. Currently, the Institute has expanded to 11 campuses in Phnom Penh city. There are 17,103 students, (9,217 females) studying at BELTEI International Institute. The Institute has created the BELTEI Group in accordance with a certificate from the Ministry of Commerce, No 1812ពណ.នតក dated on May 17, 2007.​ It provides for 3 essential services :
1-BELTEI Construction
2-BELTEI Tour
3-BELTEI Education, which is divided into 2 parts – BELTEI International Institute and BELTEI International University:
A–BELTEI International Institute
All buildings are built with 7 floors and there are 5 main programs:

1-General Education (Grade 1-12)
2-English as a Second Language (All levels)
3-Faculty of Foreign Languages
4-Computer Training Courses
5-International Test Preparation Courses, TOEFL, Password and ICDL.

B–BELTEI International University
This building is going to be built with 12 floors with 6 main faculties:
1-Faculty of Business Administration
2-Faculty of Educational Science and Languages
3-Faculty of Laws and Economic Science
4-Faculty of Tourism and Hospitality
5-Faculty of Engineering and Architecture
6-Faculty of Information Technology.

BELTEI Group has also created an International Relations Office, which is located in BELTEI International Institute, Campus 10 (AngTeuk Olympic). The International Relations Office is established for 4 main purposes such as:
1. Overseas Study Service
2. Student Exchange Program
3. Field Study
4. Institutional Development

This International Relations office is created to communicate as well as to cooperate with other oversea well-known universities such as the United Kingdom, the United States, Malaysia, and other countries around the world to join in Memorandums (MOUs) between BELTEI International Institute and those oversea universities by implementing the international standard principles such as transferring students to study oversea for one semester, one year, or according to 1+3, 2+2, or 3+1 programs. It means that the students who complete Foundation Year at BELTEI International Institute can continue studying at oversea universities in year II, III, or the last year in order to take bachelor Degrees from those universities automatically.

Obviously, through signing this MOU today, there are 7 main points as follows:
1-Exchange of students
2-Exchange of teaching and research staff
3-Exchange of academic information
4-Study oversea program
5-International foundation program
6-Progression of students at BELTEI into programs at YSJU with Advanced Standing (3+1) and progression to Masters degrees (3+1+1) 7- Provision of short courses and summer programs in York to improve English language proficiency and understanding of English culture.
